Charging sub-account holders either subscriptions or commissions for agency account holders#1595

I would like to be able to charge subscriptions or commissions to sub-account holders. The subscriptions will charge a monthly fee to sub-account holders. The commissions will charge a 1-2% fee per booking that they have.
